I'm sorry. I don't know where else to go. Seeing as you folks have an irc.vbulletin-chat.com for your irc chat. I wondered how I could do this my self. If you could point me in the right direction I would greatly appreciate it.
And I am deeply sorry if this in the wrong place.

For this you'd need a dedicated box running an IRCd and Services, a fast internet connection and a static IP. Then you will need a domain name so that people can find your server, though you'd need this regardless of where the server was hosted. Whether hosting the server yourself is more economical than hosting it elsewhere would depend on your circumstances.
